SENATE RESOLUTION NO. 476

	WHEREAS, The Senate of the State of Texas is pleased to 
recognize Cecilia May Moreno for her outstanding contributions 
to her community; and
	WHEREAS, Dr. Moreno holds a bachelor's degree and a 
master's degree from Texas Woman's University; she also holds 
a doctorate in school administration; and
	WHEREAS, A 37-year employee with the Laredo Independent 
School District, Cecilia Moreno is currently the executive 
director for Support Services, overseeing four major departments; 
she has served the district as a teacher and as the supervisor of 
the student mental and physical wellness programs; she also 
served as the principal of a Laredo high school where nearly 90 
percent of its students graduated under the Distinguished 
Achievement Program or the Recommended Academic Plan; this was an 
accomplishment that fewer than 15 percent of Texas high schools 
achieved at the time; and
	WHEREAS, Dr. Moreno has been actively involved in her 
community and in state and national organizations; she served on 
the Laredo City Council for 10 years and currently serves on the 
Board of Trustees for the Teachers Retirement System of Texas; 
she is a member of the National Council on Teacher Retirement and 
a former member of the Governor's Commission for Women; and
	WHEREAS, An exemplary educator and citizen, she is a 
source of strength to many in the community, and her many worthy 
accomplishments reflect her dedication and commitment to her 
fellow citizens; now, therefore, be it
	RESOLVED, That the Senate of the State of Texas, 
78th Legislature, hereby commend Dr. Cecilia May Moreno for 
her exceptional achievements and extend best wishes to her 
for the future; and, be it further
	RESOLVED, That a copy of this Resolution be prepared 
for her as an expression of esteem from the Texas Senate.
