SENATE RESOLUTION NO. 502
WHEREAS, The Senate of the State of Texas is pleased to
recognize Esteban Guillen for his heroic action in coming to the
assistance of a critically injured man on September 19, 2002; and
WHEREAS, A member of the Webelos II Scouts, 10-year-old
Esteban was walking to school with his sister, Eliana, when they
noticed a man lying motionless on the sidewalk in front of his
home; approaching the scene, Esteban observed that the man, who
had fallen from a 24-foot ladder, was bleeding and had sustained
massive head injuries and broken bones; and
WHEREAS, Esteban quickly assessed the situation and called
upon neighbors to call 911, but the neighbors ignored his
request; Esteban then attempted to flag down cars, but the
drivers also ignored him; he finally gained the attention of
another neighbor, who called for emergency assistance; and
WHEREAS, Esteban remained with the injured man until help
arrived, and he described the circumstances to Captain Ed Stone,
the officer in charge of the situation from the Grapevine Fire
and Rescue Department; and
WHEREAS, This young man's actions were thorough and
complete and carried out in an appropriate manner; as a result
of his concern and quick response, Esteban orchestrated an
extraordinarily smooth rescue effort of the injured man,
allowing him every possible chance for recovery; and
WHEREAS, Esteban's actions reflect his courage and strong
moral fiber, and his family, friends, and the people of Grapevine
proudly salute him; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, hereby commend Esteban Guillen for his bravery
and tenacity in coming to the aid of a fellowman and in facing an
extraordinarily difficult situation; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of high regard from the Texas Senate.
