SENATE RESOLUTION NO. 675
WHEREAS, The Senate of the State of Texas is pleased to
recognize Dr. Rachele Smith on the grand occasion of her 40th
birthday on April 22, 2003; and
WHEREAS, Rachele Smith was born April 22, 1963, in Slaton,
Texas, the eldest in a family of five children; and
WHEREAS, Dr. Rachele Smith is a Texas Tech graduate and a
loyal Red Raiders fan; Rachele first graduated from Texas Tech in
1983 and continued her education until 1996, when the university
finally kicked her out of the institution by giving her a doctorate;
many have noted that Dr. Smith is surely one of the most loyal Tech
alumni members ever and that she may have a future official job
recruiting students from around the world to Texas Tech; and
WHEREAS, Upon graduating from Tech, Dr. Smith worked at
Lubbock's Mental Health and Mental Retardation Center, where
she helped many by sharing her lively stories about life and by
her infectious laugh; she later began a career with the Texas
Department of Criminal Justice, where she was director for the
Texas Substance Abuse Felony Punishment Facilities, the first
treatment initiative in the nation; she left that department when
she somehow lost her mind and went to work for the Texas Senate;
and
WHEREAS, The legislative director for Senator Barrientos,
Dr. Rachele Smith has worked diligently on legislation that has
positively impacted the safety of children and improved services
for the elderly and disadvantaged Texans; while battling for
the rights of those less fortunate, Dr. Smith has also worked
tirelessly alongside Senator Barrientos to budget a much-needed
pay raise for Texas' state employees; and
WHEREAS, Rachele Smith shares her dual ethnicity through
her well known "Ay, ay, ay, Señor Ding Dong" to those most
deserving of hearing such language; and
WHEREAS, Rachele is known for buying extremely large or
expensive vehicles and is proud of negotiating the lowest price
for them, thereby diminishing any possibility of a decent
commission for the poor car salesman who is unlucky enough to
have her as a customer; and
WHEREAS, She is famous for her love of cooking and for
making gifts of her gardening treasures to her family and friends
all year round; and
WHEREAS, To those who are closest to her, Rachele is
known for her heart of gold, her tongue of fire, and her
undying commitment to serving the State of Texas; now,
therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, hereby recognize Rachele Smith as a treasured
citizen of Austin and the State of Texas and extend congratulations
to her on this important milestone in her life; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
her as a memento of this special day.
