SENATE RESOLUTION NO. 799
WHEREAS, The Senate of the State of Texas is pleased
to recognize the Honorable David Hittner for his 25 years of
outstanding service to the citizens of the State of Texas and the
United States as a member of the state and federal judiciary; and
WHEREAS, Judge Hittner graduated from New York University
and New York University School of Law; he is a member of the
State Bar of Texas and the State Bar of New York and has been
admitted to the Bar of the United States Supreme Court; and
WHEREAS, David Hittner has been a judge of the United States
District Court for the Southern District of Texas since 1986, and
before that he served as judge of the 133rd Judicial District Court
of Harris County, Texas, for eight years; and
WHEREAS, Judge Hittner is an accomplished scholar with
more than 80 legal publications including a three-volume federal
practice book, state practice books, and numerous law review
articles; and
WHEREAS, Judge Hittner has devoted countless hours to
continuing legal education and is recognized as an innovator in
lecture programs, having originated his "Saturday Morning in
Court" seminars in both federal and state civil practice in 1981;
he is dedicated to improving the legal education process for
attorneys throughout the State of Texas and has been recognized
by the American Bar Association with a Special Award of Merit for
achievement in continuing legal education; and
WHEREAS, During his career, Judge Hittner has received
numerous honors in the legal field, including the Samuel E. Gates
Award, which is the highest national recognition given by the
American College of Trial Lawyers for improvement of the
litigation process in the United States; the Outstanding Lawyer
in Texas Award given by the president of the State Bar of Texas;
the Civil Judge of the Year Award given by the Association of
Civil Trial and Appellate Specialists; and the Criminal Judge
of the Year designation by The Houston Press; and
WHEREAS, In addition to his accomplishments in the legal
profession, David Hittner attained the rank of Eagle Scout in the
Boy Scouts of America in 1953 and has since been recognized with
the Silver Antelope, Silver Beaver, and Distinguished Eagle Scout
awards and has devoted many hours of service to both the Boy Scouts
of America and the Girl Scouts of America organizations; and
WHEREAS, Judge Hittner served his country honorably as an
infantry captain and paratrooper in the United States Army from
1965 to 1966; and
WHEREAS, Judge Hittner is highly regarded by his colleagues
for his extensive legal knowledge and for his exceptional public
service in advancing legal ethics, and he is truly worthy of
legislative recognition; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, hereby commend the Honorable David Hittner for
his exceptional service to our nation's justice system and extend
to him best wishes for the future; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of esteem from the Texas Senate.
