SENATE RESOLUTION NO. 921
In Memory
of
Sam Howard Bass, Jr.
WHEREAS, The Senate of the State of Texas joins the citizens of Houston and Freeport in mourning the loss of Judge Sam Howard Bass, Jr., who died May 3, 2003, at the age of 76; and WHEREAS, Sam Bass was born in Rosebud in Falls County to Samuel Bass, Sr., and Lula Jenkins Bass of Freeport, and he lived in Freeport most of his life; he earned an associate's degree from Blinn College, attended Cumberland University, and received a law degree from Baylor University in 1953; and WHEREAS, A veteran of the United States Navy, Sam Bass was elected in 1956 to the first of two terms in the Texas House of Representatives from Brazoria County; and WHEREAS, In 1981, Texas Governor Bill Clements appointed him to a new position on the First Court of Appeals in Houston, which served Harris and 13 other counties; and WHEREAS, Judge Bass ran unopposed in the Republican primary the next year and defeated the Democratic nominee; a month later, Governor Clements appointed him to a four-year term on the Texas Judicial Council, which studies and reports on the state's courts; he served on the First Court of Appeals until his retirement in 1993; and WHEREAS, A devout Christian and a civic leader, Judge Bass was a member of Saint Paul's Episcopal Church and was instrumental in establishing a local arts community; and WHEREAS, A man of integrity, strength, and generosity, he gave unselfishly of his time to others, and his wisdom, warmth, and valued counsel will not be forgotten by those who knew him; and WHEREAS, He was a devoted husband, father, and brother, and he leaves behind memories that will be treasured forever by his family and many friends; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 78th Legislature, hereby extend sincere condolences to the bereaved family of Sam Howard Bass, Jr.: his wife, Frances Beacroft Bass; his son, Robert E. L. Bass; and his sister, Mrs. John Hamlin; and, be it further RESOLVED, That a copy of this Resolution be prepared for his family as an expression of deepest sympathy from the Texas Senate, and that when the Senate adjourns this day, it do so in memory of Judge Sam Bass, Jr. Jackson ________________________________ President of the Senate I hereby certify that the above Resolution was adopted by the Senate on May 21, 2003, by a rising vote. ________________________________ Secretary of the Senate ________________________________ Member, Texas Senate
