SENATE RESOLUTION NO. 968
WHEREAS, For more than three decades, the Honorable
Carlos F. Truan played an instrumental role in shaping the
destiny of the Lone Star State, serving the citizens of
South Texas with dedication and vision over the course of an
impressive, and indeed unprecedented, career as a member of
both the senate and the house of representatives; and
WHEREAS, Senator Truan, a native of Kingsville, earned his
business degree at Texas A&I University in 1959 and was elected
to serve in the Texas House of Representatives in 1968, taking
office the following year; and
WHEREAS, Following four successful terms in the house,
during which time he served as chairman of the Committee on Human
Resources, he won election to the Texas Senate, and among the
major issues that he supported during his 25 years as a senator
were public education, higher education, environmental protection,
and mental health care; Senator Truan also served as chair of
the Senate Committee on International Relations, Trade and
Technology; and
WHEREAS, In the 69th Legislature, his colleagues elected
him and reelected him to the post of senate president pro tempore
during the 1st, 2nd, and 3rd called sessions, and with the advent
of the 74th Legislature, he became the first Hispanic legislator
to serve as dean of the Texas Senate, an achievement that was
applauded by his peers in both chambers and by citizens
throughout the state; and
WHEREAS, Senator Truan is rightfully hailed as one of the
state's most influential supporters of public education; in
addition to sponsoring the Texas Bilingual Education Act and the
Texas Adult Education Act, he helped obtain increased funding for
institutions of higher learning and successfully led the charge
to bring South Texas schools into The Texas A&M University System
and The University of Texas System; and
WHEREAS, This preeminent public servant, when not
fulfilling his legislative duties, has enjoyed a 43-year career
as an insurance agent with New York Life, and his achievements
have earned him status as a Life and Qualifying Member of the
Million Dollar Round Table; he remains active in many civic and
charitable organizations in South Texas, such as Kiwanis
International, Knights of Columbus, and the League of United
Latin American Citizens; a member of the American G.I. Forum, he
is known for his selfless work on behalf of American servicemen,
and while in the senate, he served as chairman of the Committee on
Veterans Affairs and Military Installations; and
WHEREAS, Senator Truan is a devoted family man who enjoys a
rewarding marriage with his wife, Elvira; the couple, who will
celebrate their 40th wedding anniversary on June 21, 2003, take
immense pride in their four children, Maria, Rene, Veronica,
and Carlos, and their two cherished grandchildren, Aaron and
Kirsten; and
WHEREAS, In recognition of his innumerable efforts in
behalf of this state and nation, Kingsville has honored its
native son with the unveiling of Senator Carlos F. Truan
Boulevard; tribute has also been paid to the senator by the
communities of Edcouch and Elsa, which renamed the local junior
high school in his honor; and
WHEREAS, Senator Truan may reflect with pride on the
lasting legacy of achievement he has crafted during a most
distinguished career in public office; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, hereby commend the Honorable Carlos F. Truan
for his many years of exemplary service in the Texas Legislature
and extend to him warmest best wishes for continued happiness and
success in his postlegislative endeavors; and, be it further
RESOLVED, That an official copy of this Resolution be
prepared for Senator Truan as an expression of high regard by the
Texas Senate.
