SENATE RESOLUTION NO. 1007
In Memory
of
Charles Miller Babb
WHEREAS, The Senate of the State of Texas joins the
citizens of Austin in mourning the loss of Charles Miller Babb,
who died May 9, 2003, at the age of 81; and
WHEREAS, Charles was born September 30, 1921, in
Chandler, Oklahoma, to John Newton Babb and Sadie Castro Babb;
he received a bachelor's degree from the University of Oklahoma
in 1943; and
WHEREAS, After serving with the United States Artillery
and Army Intelligence during World War II, he studied at the
Washburn University School of Law, where he served on the Board
of Editors of the Washburn Law Review; he later received a
master's of laws degree at The University of Texas School of Law;
and
WHEREAS, For over a half century, Charles enjoyed a
distinguished career practicing law in Austin; and
WHEREAS, His many accomplishments included working for the
passage of the Texas Engineering Practices Act, the Real Estate
License Act, the statute creating the Texas Workers' Compensation
Assigned Risk Pool, and the licensing acts for nurses and
optometrists; and
WHEREAS, He was a friend and advisor to many notable
Texans, as well as to the not-so-notables, and he treated all he
knew with courtesy and dignity; he never hesitated to help anyone
in need, and he earned the love and respect of many in the
community; and
WHEREAS, A man of integrity, strength, and courage,
Charles gave unselfishly of his time to others, and his wisdom,
warmth, and valued counsel will not be forgotten by those who
knew him; and
WHEREAS, Charles Babb lived his life to the fullest and was
a devoted husband, father, and grandfather, and he leaves behind
memories that will be treasured forever by his family and many
friends; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, hereby extend sincere condolences to the
bereaved family of Charles Miller Babb: his wife of 58 years,
Mary Babb; his sons and daughters-in-law, John Babb, Bill and
Vicky Babb, and Joe and Janet Babb; his six grandchildren; and
his many nieces, nephews, and cousins; and, be it further
RESOLVED, That a copy of this Resolution be prepared
for his family as an expression of deepest sympathy from the
Texas Senate, and that when the Senate adjourns this day, it
do so in memory of Charles Miller Babb.
