Suspending limitations on conference committee
jurisdiction, H.B. No. 3622

SENATE RESOLUTION
BE IT RESOLVED by the Senate of the State of Texas, 78th
Legislature, Regular Session, 2003, That Senate Rule 12.03 be
suspended in part as provided by Senate Rule 12.08 to enable the
conference committee appointed to resolve the differences on
House Bill No. 3622, relating to the creation, administration,
powers, duties, operation, and financing of the Kingsborough
Municipal Utility District No. 1 of Kaufman County, to consider
and take action on the following matter:
Senate Rules 12.03(1) and (3) are suspended to permit the
committee to amend SECTION 15(a) of the bill to read as follows:
(a) This Act takes effect on the date on or after
September 1, 2003, on which a settlement agreement between the
City of Crandall and the developer of the districts is legally
executed regarding a pending petition before the Texas
Commission on Environmental Quality for the right to provide
retail water service to certain areas within the districts. If
the settlement agreement is legally executed before September 1,
2003, this Act takes effect September 1, 2003.
Explanation: This change is necessary to ensure that the
bill takes effect on a more appropriate date.
