Honorable Geanie Morrison, Chair, House Committee on Higher Education
FROM:
John Keel, Director, Legislative Budget Board
IN RE:
HB36 by Luna (Relating to the annexation by certain junior college districts of territory in a district's service area.), As Introduced
No fiscal implication to the State is anticipated, according to the Texas Higher Education Coordinating Board.
Local Government Impact
There would be a fiscal impact on the City of Corpus Christi Junior College District, as well as the political subdivisions (ISDs) eligible for annexation. No other community college district would be affected by this bill because only six community college districts border the Gulf of Mexico and only Del Mar College (formerly, Corpus Christi Junior College) is in a municipality with a population of 250,000 or more. If all territory contiguous to Del Mar College's taxing district were annexed as proposed per Section 130.0661(b), the total tax revenue generated is estimated to be $7 million. Some costs, to be borne either by the community college district or the political subdivision being annexed, would be associated with holding individual annexation elections.
