No significant fiscal implication to the State is anticipated. The initial estimate provided by the Texas Department of Transportation submitted on January 23, 2003, identified state costs for additional signs and sign modifications each year.
A subsequent response received from the agency on February 10, 2003, indicates the agency is seeking clarification from the Federal Highway Administration due to an uncertainty about the effect the bill may have on future federal transportation funding in accordance with federal law.
No significant fiscal implication to units of local government is anticipated. The initial estimate provided by the Texas Department of Transportation submitted on January 23, 2003, identified that local governments could incur costs for city councils or county courts considering a speed limit change. The revenue gains from fines collected due to additional speeding violations would be minimal.
