FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 31, 2003

TO:
Honorable David Dewhurst , Lieutenant Governor, Senate
Honorable Tom Craddick, Speaker of the House, House of Representatives

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB111 by Chavez (Relating to responsibility for payment for transport by ambulance of a recipient of medical assistance in certain circumstances. ), Conference Committee Report

No significant fiscal implication to the State is anticipated.

The bill would place the burden for payment of unathorized transports of recipients of medical assistance by ambulance on the provider (nursing facility, health care provider, or other responsible party) that requested the service.

The bill would require the Health and Human Services Commission (HHSC) to incorporate physician-oriented instruction on the appropriate procedures for authorizing ambulance service into current medical education courses.  HHSC indicates that informational courses on Medicaid program benefits and billing procedures are currently offered through the claims administrator contract.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
