LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 20, 2003

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB111 by Chavez (Relating to the responsibility for payment for transport by ambulance of a recipient of medical assistance in certain circumstances. ), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would place the burden for payment of unathorized transports of recipients of medical assistance by ambulance on the provider (nursing facility, health care provider, or other responsible party other than a physician) that requested the service.

The bill would require the Health and Human Services Commission (HHSC) to incorporate physician-oriented instruction on the appropriate procedures for authorizing ambulance service into current medical education courses.  HHSC indicates that informational courses on Medicaid program benefits and billing procedures are currently offered through the claims administrator contract.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
