LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

February 24, 2003

TO:
Honorable Mike Krusee, Chair, House Committee on Transportation

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB157 by Krusee (Relating to the authority of a regional mobility authority to issue turnpike revenue bonds.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to grant to a regional mobility authority (RMA) the same powers and duties that the Texas Transportation Commission has relating to the issuance of turnpike revenue bonds. The bill would take effect immediately if it receives two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

Local Government Impact

If an RMA were to issue turnpike revenue bonds, there would be no fiscal impact to the RMA because revenue from the toll road would pay for the bonds.

Currently, only one RMA has been formed.
