HB223 by Bailey (Relating to the authority of certain counties to enact noise regulations; providing a criminal penalty.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend Chapter 240, Local Government Code, to allow a county with a population of more than 3.3 million to regulate sound levels to promote the public health, safety, or welfare; violations of the regulations would be a Class C misdemeanor. The bill would take effect immediately upon the vote by two-thirds of each house; otherwise, the bill would take effect September 1, 2003.


Local Government Impact

The population designation applies only to Harris County. Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
