No significant fiscal implication to the State is anticipated.

The bill relates to parenting and postpartum counseling information to be provided to a pregnant woman.  The substitute bill would require the Department of Health (TDH) to make available on the agency's website a printable list of professional organizations that provide postpartum counseling and assistance to parents. The substitute bill would also require midwives and physicians to provide a resource list of professional organizations that provide crisis counseling and assistance to parents and provides disciplinary sanctions if a midwife fails to provide the resource list.

To implement the provisions of the bill, the agency would amend existing rules to include the new requirement of the resource list and to cite new disciplinary sanctions. TDH indicates that the fiscal impact of amending the rules of the Texas Midwifery Board; and modifying the agency's website as needed to implement the bill's provisions would be absorbed using existing resources.  

TDH indicates that the bill would require extensive coordination with local resources and organizations that provide crisis counseling and assistance dealing with pregnancy, parenting and postpartum depression.
