Based on the analysis of the Commission on Human Rights, the Texas Workforce Commission, the Department of Mental Health and Mental Retardation, the State Auditor's Office, the Department of Transportation, the Department of Human Services, and the Department of Criminal Justice, the provisions of the bill would have no fiscal impact to the state.
