No fiscal implication to the State is anticipated.
The bill adds a section that limits the class size at campuses at which a majority of students at any of the third, fourth, or fifth grade fail any portion of the TAKS test. For the next year and until the students complete the sixth grade, a campus may not enroll students in classes that exceed 75% of the usual class size for that grade at that campus. The bill applies beginning with the 2004-05 school year.
Local Government Impact
Costs could range up to $7 million per year to reallocate and hire additional staff, plus $5.4 to $10.8 million in construction costs. Costs could be mitigated depending on the strategies employed by school districts. Costs would tend to increase if campuses encounter successive years of poor performance.
