No fiscal implication to the State is anticipated.
The bill would amend Article 2, Code of Criminal Procedure, to add to who are peace officers a person commissioned by a county commissioners court to serve as the head of a county department that has responsibility for developing a comprehensive plan to manage the county's resources to provide security for, and prevent and respond to emergencies that are threats to, property or residents in the county. The bill would take effect immediately if it receives a vote of two-thirds of all members of both houses; otherwise, it would take effect September 1, 2003.
