LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 1, 2003

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB447 by Hochberg (Relating to state assessment of academic skills of public school students in special education programs.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would require that the State-Developed Alternative Assessment (SDAA) be administered to only those students who receive modified instruction in the essential knowledge and skills courses. The bill also increases the frequency of use of the SDAA by districts as an academic excellence indicator, because the SDAA would replace end-of-course exams as an academic indicator.

Local Government Impact

No fiscal implication to units of local government is anticipated.
