HB460 by Gallego (Relating to special license plates for certain government officials.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to change the registration periods for "State Official" license plates, "Members of Congress" license plates, and "State Judge" or "U.S. Judge" plates to be the shorter of 12 consecutive months or until January 31st. Under current law, the period is the shorter of 12 consecutive months or until March 31.  The bill would also remove a Supreme Court justice and a judge of the court of criminal appeals from the definition of state official and define them as a "state judge."

 

Based on the analysis of the Texas Department of Transportation, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.  Also, no significant fiscal implication is anticipated due to the estimated number of license plate issuances.

 

This bill would take effect September 1, 2003, and apply only to a registration period beginning on or after that date, except for the changes in the registration period to the shorter of 12 consecutive months or January 31, whichever period is shorter, which would take effect April 1, 2004.  The bill would require license plates issued for less than 12 months because of the changes in law made by those subsections to have reduced registration fees.


Local Government Impact

No fiscal implication to units of local government is anticipated.
