LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 22, 2003

TO:
Honorable Steve Ogden, Chair, Senate Committee on Infrastructure Development and Security

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB479 by Hunter (Relating to registration with the Selective Service System of certain applicants for a driver’s license or personal identification certificate.), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend Section 521.147 of the Transportation Code to require the Texas Department of Public Safety (DPS) to present a “Selective Service Registration” notice to each applicant of an original, renewal, or duplicate driver’s license or personal identification certificate.  A response is required from the applicant to complete the application.  DPS would then forward to the Selective Service System, in an electronic format, the information for registration of an applicant not declining to register.

The bill would further require DPS to post one or more signs in English and Spanish providing the information contained in the notification.  According to DPS, there will be minimal impact on the Department.

This bill would take effect September 1, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated.
