LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 5, 2003

TO:
Honorable Mary Denny, Chair, House Committee on Elections

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB490 by Jones, Jesse (Relating to the use of a receipt issued by certain voter registration entities to a person on completing an application for voter registration.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Secretary of State (SOS) to prescribe the form of an election receipt issued by certain voter registration entities to a person on completing an application for voter registration. For an election held in any part of a county with a population of 2.1 million or more, an early voting ballot board would be required to accept a provisional ballot of a voter who presents a receipt under specified circumstances.

Requirements pertaining to the SOS would take effect January 1, 2004 if the changes in election laws proposed by House Bill 1549, Seventy-eighth Legislature, Regular Session, 2003 become law. All other provisions of the bill would take effect September 1, 2003.

An analysis by the SOS indicates that the agency would be able to implement the provisions of the bill using existing resources. The agency also anticipates that the affected counties would be able to implement the provisions of the bill using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
