HB542 by Delisi (Relating to the issuance of Texas Master Gardener license plates.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed license plates for passenger cars and light trucks that include the seal of the Texas Mater Gardener program of Texas Cooperative Extension.  The bill would require applicants to submit a $30 annual fee in addition to other registration fees; that $8 be deposited to the credit of the State Highway fund for administrative costs; and $22 to be deposited to the credit of a newly created General Revenue dedicated account to be used by the Texas Cooperative Extension for purposes identified in the bill.  The bill would require a vehicle owner to return the special plates to TxDOT, if the owner disposes of the vehicle during the registration year.

 

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.  Also, the analysis provided by TxDOT indicates that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

 

Because the legislation would create a dedicated revenue account in the General Revenue Fund, the account included in this bill would be subject to funds consolidation review by the current legislature.

 

The bill would take effect September 1, 2003.
