LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 18, 2003

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB561 by Bailey (Relating to possession of knives by students on public school grounds or at school-sponsored events.), As Introduced

No significant fiscal implication to the State is anticipated.

No new actions would be required of the Texas Education Agency.  However, data collections processes would need minor modifications to reflect the changes proposed by the bill.  These modifications could likely be accomplished within existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

For districts that currently do not have local policies governing knives that do not meet the statutory definition of an illegal knife, the bill would require the district to impose a prohibition on knives and develop a locally determined disciplinary measure to respond to violations.  Local costs would vary depending on the type of disciplinary measures are adopted and implemented.
