The bill would require the Texas Department of Criminal Justice (TDCJ) and the Texas Youth Commission (TYC) to take blood samples or specimens for the purpose of creating DNA records for persons convicted of, or adjudicated for, the offense of capital murder. The bill would also require TDCJ and TYC to perform duties in respect to preserving and maintaining records of the samples as required by Government Code, Section 411.148 for TDCJ and Government Code, Section 411.150 for TYC. The Texas Department of Criminal Justice and Texas Youth Commission have determined that the cost of implementing the provisions of this bill would not be significant.
