No fiscal implication to the State is anticipated.

The bill would abolish the University Interscholastic League and would establish the Texas Schoolchildren’s Academic and Athletic Commission to govern athletic, academic, and artistic competitions among public, private, charter school, and home school students in the state. The Commission would be supported through participation fees. The bill would remove statutory restrictions on eligibility to compete due to academic performance (no pass-no play). The bill would also repeal a provision authorizing school districts to limit the number of times a student may be absent from class for the purpose of participating in extracurricular activities.


Local Government Impact

No significant fiscal implication to units of local government is anticipated. If the Commission has to rely solely on fees for funding, school districts choosing to participate could incur higher fees. Presumably, any additional local cost could be avoided by choosing not to participate.
