LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 3, 2003

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB583 by Lewis (Relating to the method of selecting trustees in certain independent school districts.), As Introduced

No fiscal implication to the State is anticipated.

This note is based on analyses by the Texas Education Agency.

The bill would require districts located in a county having two or more municipalities with a population of 250,000 or more, with more than 80,000 ADA during the last 10 days of September 2002-2003, to be governed by an 11-member board of trustees. The bill would provide for all members to be single-district members and establishes timelines for redistricting and election procedures.

Local Government Impact

It is unclear at this time that any districts meet the criteria set forth in the legislation.  Should such a district be identified, the district could incur one-time costs associated with the redistricting and elections provisions.
