No fiscal implication to the State is anticipated.

The bill would authorize a general-law municipality to transfer certain areas within the extraterritorial jurisdiction (ETJ) to another general-law municipality if certain conditions exist and if the owners of real property in the ETJ file a petition requesting the second municipality to accept a transfer of the area into its ETJ. After an ETJ is transferred, the receiving municipality would be allowed to annex the area.

The process of transferring an area from one ETJ to another would amount to minimal administrative costs. If the municipality to which the area was transferred were to annex the area, the municipality would experience the usual fiscal impact associated with annexation.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
