HB631 by Hilderbran (Relating to the issuance of Texas Lions Camp license plates.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed Texas Lions Camp license plates for cars and light trucks. The bill would require the plates to have certain features.  The bill would require the plates to be designed in consultation with the Texas Lions League for Crippled Children and that applicants would submit a $30 annual fee in addition to other registration fees; allow that $8 of this fee may be deposited to the credit of the State Highway Fund for administrative costs; and require the remainder to be deposited to the credit of a newly created General Revenue dedicated account to be used only by the Texas Parks and Wildlife Department (TPWD) for the purposes of supporting activities of the bill.  The bill would require the TPWD to establish necessary reporting mechanisms and would require owners disposing of a vehicle during the registration year to return the plates to TxDOT.

 

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.  It is also assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources based on the analysis provided by TxDOT.

 

Because the legislation would create a dedicated account in the General Revenue Fund, the account included in this bill would be subject to funds consolidation review by the current legislature.

 

The bill would take effect September 1, 2003.
