LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 5, 2003

TO:
Honorable Tom Craddick, Speaker of the House, House of Representatives

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB660 by Allen (Relating to access to criminal history record information by certain licensing and regulatory agencies.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to include a list of the state agencies that are entitled to receive criminal history record information from the Department of Public Safety (DPS) on license holders and applicants for licenses.  DPS is currently allowed to collect fees to offset the costs of providing the criminal history record information.  Costs to state agencies for requesting the criminal history information would be offset to the extent that the costs are passed along to the license holders or applicants.  Overall, it is estimated that the net fiscal impact to state agencies would not be significant.

Local Government Impact

No fiscal implication to units of local government is anticipated.
