No fiscal implication to the State is anticipated.

The bill would amend Section 81.0025(e), Local Government Code, to lower the population limit from 1.5 million to 1.3 million the size of counties that are exempt from requiring commissioners who have served continuously for 12 years or more and attend at least 15 hours of staff briefing on continuing education subjects in each 12-month period as approved by the County Judges and Commissioners Association of Texas from having to meet continuing education requirements for county commissioners. The bill would take effect January 1, 2004.


Local Government Impact

Under current statute, the population designation applies to Dallas and Harris counties; under the proposed statute, the exemption would also apply to Tarrant and Bexar counties. If the counties currently pay for continuing education for the county commissioners, the exemption would save those costs. If the commissioners have been paying for their own continuing education, there would be no change for the counties.

No significant fiscal implication to units of local government is anticipated.
