LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 7, 2003

TO:
Honorable John T. Smithee, Chair, House Committee on Insurance

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB690 by Coleman (Relating to health benefit plan coverage for certain physical injuries that are self-inflicted by a minor.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require coverage of self-inflicted physical injuries caused by a minor. The Texas Department of Insurance indicates the bill would increase filing form fees by $28,100 in fiscal year 2004.  This increased revenue would be offset by a decrease in the insurance maintenance tax.

The Employees Retirement System indicates that any costs associated with the bill could be absorbed within current resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
