The provisions of the bill allow the Executive Director of the Office of Rural Community Affairs (ORCA) to require a bond for any person that handles money or signs a check related to the agency's authority. According to ORCA, the fiscal impact would be approximately $1,500 per fiscal year and is based upon the cost of bonding five staff members at $300 each.
