No significant fiscal implication to the State is anticipated.

The bill would add language requiring that to commit an offense a person would have to knowingly violate provisions requiring an underground storage tank owner or operator to provide a common carrier a copy of a certificate of compliance before accepting delivery of a regulated substance into an underground storage tank. Under current law, there is no reference to whether the person knows he or she is violating the provisions. Upon passage of the bill, the number of persons charged or convicted of such offenses is not expected to be significant.

No fiscal implication to units of local government is anticipated.
