LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

February 18, 2003

TO:
Honorable Robert Talton, Chair, House Committee on Urban Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB775 by Coleman (Relating to the authority of certain municipalities to impose term limits on the members of their governing bodies.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend Chapter 26, Local Government Code, to require the mayor of a municipality with a population of 1.8 million or more to order an election on the November 2004 uniform election date on the question of imposing term limits on the members of the governing body of the municipality. The bill would take effect September 1, 2003 and the new section of statute that it would add would expire January 1, 2005.

The City of Houston would be the only municipality that would be impacted by the bill.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
