LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 1, 2003

TO:
Honorable Jaime Capelo, Chair, House Committee on Public Health

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB776 by Naishtat (Relating to requiring that certain individuals who provide nursing services in a nursing institution receive annual training in caring for people with dementia.), As Introduced

No fiscal implication to the State is anticipated.

The bill would require nursing facilities to provide one hour of annual training on dementia to licensed nurses and nurse aides. Licensed nurses already are required to complete 8 hours of continuing education/year while nurse aides are required to have 12 hours. Currently, only HIV and restraint training are dedicated from this time requirement. The bill would dedicate another hour and not require an additional hour of training for staff; only that one-hour of required annual training is on dementia. The Department of Human Services anticipates that the bill would have a minor impact on the agency

Local Government Impact

No fiscal implication to units of local government is anticipated.
