No fiscal implication to the State is anticipated.
The bill would amend Sections 262.011(d) and (e), Local Government Code, to clarify that the county purchasing agent shall purchase all goods and services needed for and shall contract for all repairs to property used by the county, its subdivisions, officers, or employees. The bill would also clarify that the county purchasing agent is responsible for supervising purchases and contracts made under competitive bidding and for ensuring goods and services are properly delivered or provided. The bill would take effect immediately it it receives the requisite two-thirds vote in each house; otherwise, it would take effect September 1, 2003.
