LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 17, 2003

TO:
Honorable Geanie Morrison, Chair, House Committee on Higher Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB796 by Delisi (Relating to abolishing the Texas Academic Skills Program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would repeal the Texas Academic Skills Program (TASP).  Elimination of a statewide standardized test for college readiness would not eliminate the need for assessment, nor would it decrease the need for developmental education in institutions of higher education.  Institutions would utilize alternative assessment tests already available.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.  Community colleges have various alternative assessment tests to determine the need for developmental education.
