No significant fiscal implication to the State is anticipated.

Based on the analysis of Department of Transportation, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. In addition, the reduction in fees received from the sales of additional set of license plates is not expected to be significant due to the number of license plates issued.


Local Government Impact

The Department of Transportation (TxDOT) estimates that 11,546 additional sets of Veteran license plates would be issued. Currently, the fee for an additional set of Disabled Veteran License Plates is the regular annual registration fee. Currently, the average annual registration fee for a vehicle is $60 ($40 to the state and $20 to the county) or 11,546 x $20 = $230,920 revenue to the counties.

The provisions of the bill sets a fee for each additional set of Disabled Veteran License Plates at $15, which TxDOT indicates will be credited to Fund 006. TxDOT estimates this will result in a revenue loss of $230,920 to counties for each fiscal year 2004 through fiscal year 2008. Additionally, TxDOT expects applicable county add-on fees will no longer be collected. TxDOT anticipates a revenue loss of approximately $109,917 for county governments or $9.52 (average add-on fee) x 11,546.
