The bill would amend the Penal Code by adding to the items that cannot be provided to an inmate of a correctional facility. The offense of prohibited substances in a correctional facility or on property of the Texas Department of Criminal Justice (TDCJ) would be amended to exclude the providing of deadly weapons, cellular phones, cigarettes and tobacco products, and money to inmates. The offense of prohibited substances in a correctional facility or on property of the Texas Department of Criminal Justice is punishable as a felony of the third degree. The bill would also require TDCJ to install, as soon as practicable, metal detectors at the main entrance to each correctional facility operated by or under contract with TDCJ.
The Texas Department of Criminal Justice anticipates no significant fiscal impact from this bill.
