LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 16, 2003

TO:
Honorable Mike Krusee, Chair, House Committee on Transportation

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB923 by Eiland (Relating to special license plates to aid the recovery, rehabilitation, and release of stranded marine mammals.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation to issue special plates for passenger cars and light trucks designed by the Parks and Wildlife Department in consultation with the Texas Marine Mammal Stranding Network.  The bill would require applicants to submit a $25 annual fee, for either new or replacement plates, in addition to other registration fees.  The bill would require $5 to defray the cost of administration for the Texas Department of Transportation and the Parks and Wildlife Department.  The bill would also require $20 to be deposited to the credit of a newly created General Revenue dedicated account to be used by the Texas Parks and Wildlife Department for the purposes of supporting activities of Texas Marine Mammal Stranding Network in the recovery, rehabilitation, and release of stranded marine mammals.  The bill would require the Parks and Wildlife Department to establish necessary reporting mechanisms

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.

Because the legislation would create a dedicated revenue account in the General Revenue Fund, the account included in this bill would be subject to funds consolidation review by the current legislature.

The bill would take effect September 1, 2003.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
