No significant fiscal implication to the State is anticipated.
The Department of Insurance indicates that any costs associated with the bill could be absorbed within current resources. According to the Employees Retirement System of Texas (ERS), an increase in health care premiums of 30 percent by the health maintenance organizations (HMOs) that participate in the Uniform Group Insurance Program is unlikely. The HMOs that participate in the Uniform Group Insurance Program are required to provide health care plans with lower premium rates than the other plan(s) offered through the UGIP.
