Estimated Two-year Net Impact to General Revenue Related Funds for HB1010, As Introduced: a negative impact of ($271,215) through the biennium ending August 31, 2005.

The bill requires the Texas Ethics Commission to develop a system by which a personal financial statement may be filed with the commission by computer diskette, modem, or other means of electronic transfer, using computer software provided by the commission or computer software that meets commission specifications for a standard file format.  The bill requires that the Commission implement the system not later than Sept. 1, 2004.

Fiscal Analysis

This analysis assumes that it will be necessary for the agency to outsource the programming and development of this software. 


Methodology

It is estimated that 2 programmers working 24 weeks at 40 hours per week will be needed.  The rate will be approximately $120 per hour for a total of $230,400. It is not expected that the cost for mailing and supplies will be significant.

Technology

This analysis assumes that the agency will need to purchase one additional server, one McIntosh computer, and associated software. 

Local Government Impact

No fiscal implication to units of local government is anticipated.
