LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 14, 2003

TO:
Honorable Kenny Marchant, Chair, House Committee on State Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1015 by Miller (Relating to prohibiting a governmental body from disclosing a person’s social security number to a member of the public in certain circumstances without the person’s written consent.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill adds Section 552.140 and 552.024(g) to the Government Code by prohibiting the disclosure of a person’s social security number by a governmental body without the written consent of the individual on a clear and understandable consent form prescribed by the attorney general.

The bill takes effect immediately if it receives a vote of two-thirds of all members of each house; otherwise it takes effect September 1, 2003.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
