No fiscal implication to the State is anticipated.

The bill would amend Section 36.051, Water Code, to allow in a district with a population of less than 50,000 a member of the governing body or officer of another political subdivision other than a municipality or county to serve as a director of the water district and to allow a director of a water district to serve as a member of the governing body or officer of another political subdivision other than a municipality or county. The bill would take effect immediately if it receives two-thirds vote in each house; otherwise, it would take effect September 1, 2003.
