LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 27, 2003

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1073 by Howard (Relating to parental notice of supplemental presentations at public schools.), As Introduced

No fiscal implication to the State is anticipated.

The bill would require school districts to notify each parent of a student of any presentation or instructional program to be presented to the student by a person not regularly employed by the district at least five days prior to the presentation or instructional program.  The notice would be required to include a description of the presentation or program and the name and any professional affiliation of the person making the presentation or providing the program.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

TEA reports that current practice in a large number of school districts would meet the requirements of this bill.  To the extent that a school calendar or newsletter that is sent home with the student would meet the requirement of this bill, the vast majority of districts would not incur significant additional costs in meeting the bill’s requirements.
