LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 17, 2003

TO:
Honorable Kent Grusendorf, Chair, House Committee on Public Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1107 by Eissler (Relating to the minimum salary schedule for certain professional public school employees.), As Introduced

No fiscal implication to the State is anticipated.

The bill would replace the current minimum salary schedule calculation for teachers, counselors, nurses, and librarians that is now based on elements in the foundation school program, with a stated minimum monthly dollar amount. The minimum salary amounts stipulated in the bill are equal to those that are in effect for the 2002-2003 school year.

The state retirement contribution to the  Teacher Retirement System for these employees is based on the payroll above the statutory minimum (with some adjustments).  Because the bill would maintain the statutory minimum salary schedule at its current level, there would be no fiscal impact as a result of the bill.

Local Government Impact

No fiscal implication to units of local government is anticipated.
