No fiscal implication to the State is anticipated.

The bill would provide additional powers to nonprofit water supply and sewer service corporations in all counties. The bill would take effect immediately if it receives two-thirds vote in each house; otherwise, it would take effect September 1, 2003. 

Local Government Impact

No fiscal implication to units of local government is anticipated.

Under current statute, the additional powers are granted only to corporations in all counties except Harris County. The bill would remove the population bracket, making the powers apply to all nonprofit water supply and sewer service corporations. Nonprofit water supply and sewer service corporations are not a political subdivision.
