No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 161, Health and Safety Code, by defining human cloning and specifying that a person licensed by a state agency as a health care practitioner who engages in human cloning is subject to civil penalties ranging from $5 million to $10 million for each violation and a criminal penalty of a felony of the first degree.

No significant fiscal implication to units of local government is anticipated.
