No significant fiscal implication to the State is anticipated. 

The bill prescribes the contents of plans for testing and assessing pipelines and provides for the Railroad Commission to conduct hearings regarding the use of a pipeline assessment or testing. The bill is not expected to result in additional costs to the agency.
